Forum on Government Procurement 2024 Concluded -1

In his presentation, Eng. Moaz Mohammed Karamallah from the financial affairs department of the Ministry of Municipality discussed the ministry’s projects in 2024, adding that they include 145 general tenders.

He highlighted some of the ministry’s partnerships that have been forged during recent years with the private sector, including its activities and programmes.

The Ministry of Municipality is a service ministry that is directly connected with the public to further develop many aspects of the daily life requirements, and contributes, through its departments, municipalities and centers, to the comprehensive development and renaissance process witnessed by Qatar, in conformity with Qatar National Vision 2030, which aims to place the country among the ranks of developed countries based on the pillars of human, economic, social and environmental development, Karamallah said.

He added that the Ministry is implementing many activities and programs for performance management, namely achieving food security, by developing agricultural production, livestock, and fisheries, and raising the strategic stock of food security requirements.

It also recycles waste and promotes the circular economy by improving public hygiene services and reducing waste, in addition to developing the processing system and raising the efficiency of the Ministry’s mechanical equipment, he noted.

He stated that the Ministry of Municipality strives to achieve the comprehensive urban plan by raising the efficiency of infrastructure and developing asset management to achieve optimal use of state property, in addition to developing public places and beautifying cities. It also seeks to improve the services provided to visitors through the development of public and municipal services.

This is in addition to developing combined services, especially buildings, geographic information systems (GIS), customer service, and the unified call center, as well as institutional excellence through the development of common internal departmental services, such as information management, financial affairs management, human resources management, and training management.

During the inaugural session of the forum to discuss the general plan for state procurement for the year 2024, Director of the Department of Government Procurement Regulation at the Ministry of Finance, Nayef Moeed Al Hababi said it is expected that more than 2,528 tenders will be issued for the year 2024, distributed among 16 economic sectors, and more than 100 economic activities, as per classification of the AIESEC Alumni International (AAI).

He outlined that the forum comes in the context of ongoing efforts to confirm the role of the private sector as an essential partner in achieving sustainable development and strengthening the national economy, especially with the important role assigned to the private sector in creating job opportunities, stimulating innovation, and providing basic services in the country.

Additionally, the forum aims to introduce the most important axes of the government agencies’ procurement plan by sectors and expectations regarding them in order to evaluate the business and needs of government agencies, and highlight the services provided by the Ministry of Finance, and put emphasis on the merits of the law regulating tenders and auctions and its executive regulations, in addition to identifying value opportunities, as well as local issues and their economic impact, the mechanism and developments of classifying companies, and evaluating the performance of companies in implementing government projects.

He also highlighted framework contracts and their role in supporting local industry, in addition to harmful practices in international trade and their nature, and the role of the state in supporting local industry.
