CGTN: China strives to balance dynamic COVID-19 control and economic growth

BEIJING, June 11, 2022 /PRNewswire/ — Under a people-centered development philosophy, China prioritizes people’s lives and health as the country is still pursuing a dynamic approach to ensure both epidemic control and social, economic development.

Beijing has continued to fine-tune its anti-COVID-19 approach, making it even more scientifically sound, precise and effective, so as to minimize the impact of the pandemic on economic and social development.

During President Xi Jinping’s latest inspection in southwest China’s Sichuan Province, he called for efforts in overcoming difficulties in economic development while stressing that the dynamic zero-COVID-19 approach must be unswervingly upheld.

Protecting ecological environment in Yangtze River basin

Protecting the ecological environment was another focus during Xi’s inspection tour.

Protecting the ecological environment of the Yangtze River basin is the prerequisite for promoting high-quality development of the Yangtze River Economic Belt, said Xi when he visited Sanjiangkou, where the Jinsha and Minjiang rivers converge into the Yangtze River.

The Yangtze River Economic Belt covers nine provinces and two municipalities, accounting for over 40 percent of the country’s population and economic aggregate.

China’s top leadership has called for efforts to turn the economic belt into the country’s focus for green development, the major artery for a smooth “dual circulation” of domestic and international markets, and the main force spearheading high-quality economic development.

Ensuring people’s normal life and production 

During the inspection, Xi also called for measures to facilitate employment of college graduates, promote scientific and technological innovation in enterprises, and enhance the country’s capacity for independent innovation.

The president was deeply concerned about the rescue and treatment of the people injured in the magnitude-6.1 earthquake in Ya’an of Sichuan on June 1.

He urged local authorities to make appropriate arrangements for residents affected by the quake, ensure the supply of daily necessities and make plans for recovery and reconstruction.

Speaking of recent floods and geological disasters in some parts of China, he called for early contingency preparations to safeguard people’s lives and property. He also demanded swift rescue efforts after disasters to minimize casualties and loss of property.

QBF all set to host FIBA U-16 Asian Championship

DOHA – The Qatar Basketball Federation (QBF) has unveiled all technical and organizational measures of the prestigious FIBA U-16 Asian Championship during a press conference held Steigenberger Hotel Doha at on Saturday.

This championship will begin on Sunday At Al Gharafa Indoor Hall and will last until June 19. It brings together 13 teams are pooled into four groups.

Qatar’s young basketball players will face off against the continent’s best in the coming week when the FIBA U-16 Asian Championship gets underway at the Al Gharafa Indoor Hall on Sunday.

The home team takes on Bahrain in their opening match and then has to contend with defending champions Australia, and India in the four-team Group A.

Coach Yasir Ahmed said the competition presented a tough challenge but his players hoped to benefit from the intense preparation since April.

“We’ve trained together for the last two months and played five friendly matches in the last week. The players have shown good cohesion and we’ll give off our best to go as far as we can,” he said.

As regards the group matches, he said, “We know about Bahrain as we’ve played them before in a GCC tournament and we’re prepared. India and Australia are good teams for sure but we’re ready for the challenge.”

Ahmed also hoped to capitalise on the home advantage. “The tournament is being played on our court and we’ll have plenty of support from family and friends and that’ll work to our advantage,” he said.

China, three-time champions since the tournament began in 2009, are not participating this year. South Korea, winners in 2015, are in Group D with New Zealand and Kazakhstan.

The 13 teams in the competition have been divided into four groups. Apart from Qatar’s cluster, the remaining groups feature three teams each. The group toppers progress directly to the quarterfinals while the second and third placed teams face off in a cross-over format to decide the remaining four last-eight teams.

Australia, Peru chase penultimate place at World Cup finals

Doha, Australia and Peru both came through playoffs to qualify for the last World Cup, but only one of them will advance this time round when they meet in their inter-continental playoff in Doha on Monday for a place at this year’s finals in Qatar.

Australia qualified for the 2018 finals by beating Honduras over two legs while Peru edged New Zealand for their place in Russia, Reuters reports.

This time, however, the two have been drawn to play each other in a single match at the Ahmed bin Ali Stadium at Al Rayyan, one of the venues for the finals in November and December.

Australia have already come through a tense playoff, edging the United Arab Emirates at the same venue on Monday to clinch fifth place in the Asian qualifiers.

That earned them the right to go up against Peru, who came fifth in South America’s super group.

Australia snatched success last week through Ajdin Hrustic’s winner six minutes from time in a gritty performance.

“That is what I have been driving to the boys about the Aussie DNA,” coach Graham Arnold said after the game. “And that is fight, scratch and do whatever you have got to do to win the game. However we win it, who cares? Just win it.”

Peru finished above both Colombia and Chile in the South American qualifiers, continuing to exceed expectations under their Argentine coach Ricardo Gareca, who was the architect of their appearance in Russia four years ago.

He was in Doha last week to watch Australia win and afterwards told television reporters: “It was an intense game. But we already know that about Australia and we’ll prepare to give everything.”

Marcos Lopez and Yoshimar Yotun are injury concerns for Peru while Australia are waiting on late fitness tests for forward Adam Taggart and defender Trent Sainsbury.

Peru on Saturday declared Monday a public holiday in anticipation of large numbers glued to what will be a lunchtime television broadcast of the playoff.

Monday’s game decides the penultimate place at the 32-team finals.

On Tuesday, New Zealand and Costa Rica will meet in another inter-continental playoff in Doha to complete the lineup for the 2022 World Cup.

Qatar defeat Bahrain in FIBA U-16 Asian Basketball Championship

Doha: Team Qatar began their campaign in FIBA U-16 Asian Basketball Championship with an 85-61 victory over Bahrain at the Al Gharafa Indoor Hall on Sunday.

The match was attended by FIBA Asia President H.E Sheikh Saud bin Ali Al-Thani and QOC Secretary General H.E Jassim bin Rashid Al Buenain and Qatar Basketball Federation officials.

Qatar were firmly on the backfoot in their opening Group A encounter as Bahrain ran riot in the first quarter. The hosts trailed 15-22, struggling to keep out the rival offensives. They fought back in the second quarter but were only just ahead at 37-36 at the break. With some strong attacks and gritty defending, Qatar pulled away to lead 63-50 in the third quarter and eventually stormed to a huge 24-point win.

In another Group A match, defending champions Australia scored a 95-47 win over India.

In two other matches on the opening day, New Zealand defeated Kazakhstan 92-67 in Group D, while Japan scored an easy 98-33 win over Kuwait in Group C.

Ministry of Commerce and Industry announces Launching Provisional Commercial License Service

The Ministry of Commerce and Industry, in cooperation with the Ministry of Interior and the Ministry of Labour, announced launching a service to issue a provisional commercial license, for all commercial activities, such as hotels, health facilities, and others, excluding commercial licenses for the administrative offices category, such as contracting, limousine, and cleaning services.

This initiative comes as part of the national efforts to support the private sector and facilitate the procedures for doing business in Qatar.

The Ministry stressed the need to meet the following conditions when issuing a provisional commercial license:

– The provisional license remains valid for one year only, and it can only be renewed with the approval of the competent department.

– The provisional license is issued without external approvals, provided that approvals are obtained when the final commercial license is issued.

– The provisional commercial license does not permit launching operations. It rather offers a period to facilitate establishing business sites and obtaining approvals from third parties related to issuing the final license to practice commercial activities (establishment registration/ labourapprovals/ obtaining raw materials imported for the commercial project/ bank procedures).

– A note shall be placed in the title description (A provisional license, valid for one year from the date of issuance of the commercial license. Practicing the commercial activity is prohibited before all requirements are met).

The Ministry referred to the stages to issue anprovisional license, namely:

Stage I, in which the following requirements are met:

1- License application form (provisionallicense);

2- Lease agreement acknowledgment form;

3- Construction completion certificate, a building permit, or a contract with the State; and

4- A copy of the identity card.

Accordingly, a provisional commercial license is issued.

Stage II:

The Ministry indicated that after the expiry of the provisional commercial license, valid for one Gregorian year only, all documents required to issue a final license shall be submitted, namely:

– Civil Defence Certificate

– Construction completion certificate (if not submitted in Stage I).

Moreover, the Ministry stressed the need to abide by Law No. (5) of 2015 on Commercial, Industrial and Similar Public Stores and Street Vendors, which states in Article No. (7) that:

– The competent department decides on the license application, and informs the license applicant of its decision on the day of submitting the license application, as long as the applicant provides the documents and data requested by the competent department.

– The license applicant is obligated to fulfilall general and special requirements according to the type of licensed activity. Applicants can practice the commercial activity only after obtaining all the approvals required by law from the competent authorities, provided that they commit to submitting these approvals upon renewal of the license.

The Ministry also underscore the need to complywith Article No (19) of the same law, which states that:

The license shall be revoked, by a decision of the competent department, in the following cases:

1- If the licensee makes an amendment to the business site, or engages in any activity other than that licensed, without having obtained the approval of the concerned department.

2- If the business becomes inoperable, or does not meet the conditions stated in the license.

Additionally, the Ministry stated the need to comply with Article No. (20) of the said law, which states: “The license shall be revoked in cases other than those stipulated in the previous article, if the public interest so requires.”

The Ministry also confirmed that it would take all legal measures in the event of violating Law No. (5) of 2015 on Commercial, Industrial and Similar Public Stores and Street Vendors, by applying Article No. (26) of the law, which states:

Without prejudice to any severer penalty stipulated by another law, a penalty of imprisonment for a period not exceeding one year, and a fine of not more than fifty thousand (50,000) QAR, or either of these penalties, shall be imposed on any individual who violates any of the provisions of Articles (3–first paragraph) and (7-second paragraph) of this law.
