Doha: In cooperation with the Qatar Leadership Center and the US Duke Foundation, the Civil Services and Government Development Bureau organized an educational trip to the Republic of Estonia as part of the Qiyadat (Leadership) program for assistant undersecretaries in government agencies. The trip aimed to enhance their leadership skills in the field of digital governance and exchange expertise between the two countries.
According to Qatar News Agency, the program's activities lasted for five days and included an opening session with an introductory presentation on the trip's objectives. This was followed by interactive presentations and strategic discussions that highlighted the Estonian experience in building a digital state, in cooperation with the e-Estonia Center. Participants also learned about models of citizen-centric government platforms and mechanisms for improving the user experience, as well as discussions on the integration of government services, building comprehensive digital strategies, and practical applications of digital governance.
The Bureau emphasized that the program aims to enhance the exchange of expertise and knowledge in the field of digital government leadership. This contributes to supporting the sustainable development process of Qatar National Vision 2030 by focusing on the four digital dimensions of economic development, human development, social development, and environmental development.
The program also included field visits to a number of centers and institutions in Tallinn, such as the Kumu Art Museum, the Fotografiska Museum, the Center of Registers and Information Systems, the Ulemiste City Center, the Joint Building of Ministries, and the Kultuurikatel Cultural Center. Participants explored pioneering experiences in digital leadership, cybersecurity, smart urban planning, digital healthcare systems, and collaboration with startups. They also discussed the role of artificial intelligence in government institutions and accelerating the adoption of smart solutions.
