Doha: The Legal Committee for Drafting the Constitutional Declaration in Syria has announced that drafting a constitutional declaration for the country that regulates the transitional phase and directs the State's path towards stability and reconstruction, "is not considered an alternative to the permanent constitution."
According to Qatar News Agency, Syria's news agency quoted the committee as saying: "The constitutional declaration derives its legitimacy from the National Dialogue Conference and the Victory Conference, where the various components of the Syrian people agreed on the necessity of having a legal framework that regulates the transitional phase, defines the foundations of governance, and guarantees rights and freedoms."
The committee underlined that the constitutional declaration is a legal document that aims to manage the transitional phase in Syria, as it defines the powers of the three authorities (legislative, executive, and judicial). The committee said that it is responsible for writing the draft of the constitutional declaration after studying the most important principles and articles that it must include, in order to achieve the country's interest and keep pace with the requirements of the transitional phase.
It noted that it lays down the general foundations for the system of government in a way that ensures the flexibility and efficiency of state administration during this sensitive period, to maintain the country's political and social unity and the integrity of its territories. The Constitutional Declaration Drafting Committee emphasized its keenness to extract ideas from the national dialogues and discussions that took place in the constitutional building workshops during the National Dialogue Conference.
It added that upon completion of the drafting work, it will submit the proposal to the Presidency of the Republic in a step aimed at establishing a new phase based on law and institutions to ensure the transition towards a more stable and just Syria. Syrian President Ahmed Al Sharaa last Sunday, assigned a seven-member committee to draft the constitutional declaration, within the framework of organizing the political transition phase in Syria.
