MECC and UNEP Collaborate on Montreal Protocol Implementation

Doha:The Ministry of Environment and Climate Change (MECC) has engaged in discussions with the United Nations Environment Programme (UNEP) Regional Office for West Asia to enhance cooperation on implementing projects and monitoring Qatar's commitments under the Montreal Protocol for ozone layer protection.

According to Qatar News Agency, Assistant Undersecretary for Environmental Affairs Yousef Al Hamar met with the UN delegation to review the latest developments in cooperation and projects linked to the Montreal Protocol. The discussions focused on providing technical support to phase out ozone-depleting substances and transition to sustainable cooling and air-conditioning technologies, aligning with Qatar's environmental and international commitments.

Al Hamar reiterated Qatar's dedication to collaborating with international organizations to meet environmental obligations. He emphasized the importance of the partnership with UNEP in supporting national initiatives and promoting sustainable practices in the cooling and air-conditioning sector.

Dr. Mohammed Ayed Al Shammari, Director of the Ministry's Department of Hazardous Chemicals and Waste, highlighted progress on ongoing projects and the preparation for the third phase of managing the phase-out of hydrochlorofluorocarbons (HCFCs). The meeting also addressed developing technical skills among sector workers and managing used refrigerants for complete phase-out by 2030.

A technical workshop was conducted with government and industry representatives to discuss preparations for the third stage, including good maintenance practices and the disposal of non-reclaimable refrigerants according to environmental regulations. Eng. Khaled Klaly from UNEP discussed Qatar's achievements and future plans, including technician training and licensing mechanisms.

Dr. Ahmed Al Hitmi from the Ministry of Labour presented on occupational licensing systems and requirements for refrigeration and air-conditioning technicians. Dr. Saud Abdulaziz Abdulghani from Qatar University spoke about national workforce qualification programs and training certifications.

The coordination team for the Vienna Convention and the Montreal Protocol evaluated proposals from companies for equipment support to establish a refrigerant reclaiming unit. The delegation also visited Qatar Cool to observe sustainable refrigerant recovery and recycling practices.

These efforts demonstrate Qatar's commitment to international cooperation, enhancing national capabilities, protecting the ozone layer, and promoting environmental sustainability.
