Qatar Inaugurates Second Legislative Term of Shura Council, Emphasizing Participatory Governance and Institutional Maturity


Doha: In a significant development for Qatar’s governance, the first regular session of the second legislative term of the Shura Council was inaugurated, marking an important milestone in the country’s national journey. This event underscores Qatar’s ongoing commitment to participatory governance and institutional maturity, as emphasized by the Peninsula newspaper.



According to Qatar News Agency, the Shura Council has entered its 54th annual session, showcasing substantial progress over more than five decades. The recent constitutional amendments, approved by a 90.6% vote last year, along with the appointment of council members through Amiri Decision No. 42 of 2025 on October 9, highlight Qatar’s efforts to modernize its legislative system with deliberate and inclusive reforms.



The Peninsula highlighted that the speech expected from HH the Amir during the opening session will outline both domestic priorities and foreign policy vision. In light of significant regional and global challenges, transparency from the highest level of leadership provides strategic guidance for citizens and lawmakers alike. This collaborative approach between the government and the Council aims to achieve national goals, particularly those outlined in Qatar National Vision 2030.



The newspaper concluded that the Shura Council’s evolution reflects Qatar’s balanced approach of honoring traditions while advancing a modern governance structure. In parallel, Al-Raya newspaper highlighted the remarkable achievements in localizing industry and promoting local products. The Government Procurement Plan Forum 2026, attended by high-ranking officials, represents efforts to enhance transparency and support national products, contributing to Qatar National Vision 2030. The forum provides the private sector with early insight into investment opportunities, allowing companies to participate in upcoming government projects and boosting Qatari companies’ contributions to development.



Al-Raya emphasized the private sector’s vital role in Qatar’s economic development, supporting plans to localize supply chains and increase local content. Data from the Ministry of Commerce and Industry showed a rise in national products from 1,727 in 2023 to 1,815 in the current year. The newspaper affirmed that Qatar’s economy has achieved unprecedented success, with initiatives to stimulate trade, localize industries, and expand export destinations globally.



Meanwhile, Al-Sharq newspaper focused on the joint humanitarian efforts by Qatar and Egypt in the Gaza Strip following the Sharm El-Sheikh ceasefire agreement. Both nations continue to support Palestinians in Gaza through humanitarian work, addressing urgent needs such as food, medicine, and shelter. A high-level event in Cairo highlighted these joint efforts, reflecting the shared commitment of Qatar and Egypt to alleviate the suffering of the Palestinian people.



The newspaper concluded by emphasizing that the cooperation between Qatar and Egypt stems from their Arab and humanitarian duty, showcasing their leaderships’ determination to support the Palestinian people and enhance humanitarian assistance in Gaza.
