Qatar Opens Public Consultation on Universal Service Policy

Doha:The Communications Regulatory Authority (CRA) has initiated a public consultation on a draft "Universal Service Policy" to broaden access to essential telecommunications services throughout Qatar.

According to Qatar News Agency, the consultation allows stakeholders and interested parties to provide comments and feedback on the draft policy, with the consultation period set to conclude on October 20, 2026.

The proposed policy aims to guarantee that essential telecommunications services, including broadband internet data services, basic incoming voice calls, and SMS messages, are accessible at permanent residences and businesses across Qatar. This is part of an effort to promote digital inclusion and enable full participation in the digital society.

The draft policy outlines the scope of universal service, mechanisms for its provision, and obligations for telecommunications service providers. It also includes service quality requirements and regulatory oversight measures.

Additionally, the policy proposes measures to assist eligible consumers in accessing these services, with a focus on affordability for low-income users. It specifies minimum speed and service quality standards.

The CRA emphasized that the draft policy is part of its broader initiative to create regulatory frameworks supporting a progressive and sustainable telecommunications sector, aligning with Qatar National Vision 2030's economic, social, and technological goals.
