Doha: In their editorials on Thursday, Qatari newspapers highlighted several prominent local and international topics. Foremost among these was the ratification by HH the Amir Sheikh Tamim bin Hamad Al-Thani of Law No. (11) of 2026 concerning Owners' Associations. The ratification establishes a legal framework for regulating jointly owned properties, defines rights and obligations, and provides a clearer framework for managing this type of property ownership. According to Qatar News Agency, the newspapers also highlighted the Cabinet's meeting on Wednesday in which the State of Qatar renewed its strongest condemnation of the Houthi group's attacks on civilian objects and civilians, using ballistic missiles and drones, that resulted in a number of injuries. The Cabinet stated that such actions constitute shameful aggression, a reckless disregard for civilian lives, a flagrant violation of the Kingdom of Saudi Arabia's sovereignty, and a clear breach of the rules of international law.
Al Raya said in its editorial that the newly ratified Law No. 11 of 2026 concerning Owners' Associations supports the regulation and development of Qatar's real estate sector by organizing the management and maintenance of jointly owned properties, defining the rights and obligations of owners and developers, establishing mechanisms for collecting service charges and financial obligations, and addressing cases of non-compliance with such obligations. The newspaper noted that the law leaves no room for interpretation, particularly in light of the expansion of real estate development and the diversity of ownership patterns and real estate complexes. It added that the law does not treat jointly owned property as merely separate units owned by multiple individuals, but rather as an integrated system that requires joint management, clear decision-making rules, and defined mechanisms for financing maintenance and services and preserving property value.
Al Raya concluded by saying that the law sets out clear mechanisms for the collection of service charges and the handling of non-payment cases, while granting owners safeguards and the right to file grievances. The newspaper said the regulation of Owners' Associations is aimed at creating a more transparent, disciplined real estate environment that preserves properties and ensures the sustainability of related facilities and services.
Al Watan highlighted the Cabinet's renewal of Qatar's condemnation of the Houthi group's attacks on civilians in Saudi cities that resulted in a number of injuries at its meeting on Wednesday. The newspaper restated the Cabinet's position that the attacks are considered reprehensible, aggressive behavior and an unacceptable disregard for civilian lives, as well as a flagrant violation of the sovereignty of the Kingdom of Saudi Arabia and a clear breach of international law.
Al Watan also reiterated the State of Qatar's strong condemnation of the Houthi group's targeting of Makkah Al Mukarramah with a drone. The newspaper added that the Ministry of Foreign Affairs, in a statement issued yesterday, emphasized that the sanctity, security and safety of holy sites and their visitors can under no circumstances be targets of attack, threat or exploitation in conflicts.
Al Watan concluded its editorial by warning of the dangerous escalation facing the sisterly Kingdom of Saudi Arabia, which it said could undermine the security and stability of the region. The newspaper stressed that these hostile acts are strongly condemned and constitute a flagrant violation of international law.
