TGA Holds Oral Maritime Competency Test for Master Mariner in the Kingdom

The Transport General Authority (TGA) recently conducted the first oral maritime competency test for Master Mariner, a significant milestone as it was the first time such a test was held in the Kingdom. Captain Asim Ashaari administered the test to Chief Officer Ghurman bin Mohammed Alshehri from Saudi Aramco. After successfully passing the test and meeting the required standards set by the international convention on the standard of training, certification, and watchkeeping for seafarers (STCW), the candidate was granted the rank.

The main objective of the test is to assess the candidate's knowledge and competency in managing maritime navigation and seamanship skills, including safety and rescue procedures, watchkeeping management, and cargo handling onboard ships. The evaluation also includes assessing the candidate's administrative control over operations, caring for the crew onboard, and understanding of international and local maritime regulations.

TGA conducts this test once the candidate fulfils the necessary sea service requirements in accordance with STCW and completes the required short refreshment courses. Additionally, the candidate must successfully complete the specific short courses approved by the Transport General Authority following the guidelines set by the International Maritime Organization (IMO) for specialized courses for the Master Mariner rank.

The Ship's Master holds a crucial role as they are primarily responsible for the safety and operation of the ship, representing its owners in front of authorities and maritime ports. TGA's aim is to target all maritime workers onboard ships holding a Chief Officer certificate who have fulfilled the approved sea service requirements as per STCW.

It is noteworthy that TGA launched the program for qualifying Master Mariners at the Aramco Maritime Training Academy, making it the first program of its kind in the Kingdom in November 2022. The first test takers were graduates from the academy. This initiative reflects TGA's commitment to enhancing maritime qualifications and standards in the Kingdom.
