Riyadh, Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud has sent a cable of congratulations to President of the Republic of Azerbaijan Ilham Heydar Aliyev on the occasions of his country's Victory Day and Flag Day.
