MOEHE, General Authority of Customs Sign MoU

The Ministry of Education and Higher Education (MOEHE) and the General Authority of Customs (GAC) signed a memorandum of understanding (MoU) to include the diploma in customs management in the government scholarship plan.

HE Undersecretary of the Ministry of Education and Higher Education Dr. Ibrahim bin Saleh Al Nuaimi and HE Chairperson of the GAC Ahmed bin Abdullah Al Jamal signed the MoU.

Dr. Ibrahim bin Saleh Al Nuaimi expressed his happiness at the signing of the MoU with GAC, which will advance the customs work by building the national capabilities in customs according to the latest scientific standards based on the experiences gained by the Community College of Qatar (CCQ), as it started to provide its services to all the community segments and institutions and meets the requirements of the local labor market according to the highest international standards.

In his speech during the signing ceremony, His Excellency stressed that the MoU achieves the goals and objectives of Qatar National Vision 2030, especially the pillar of Human Development, praising the partnership with the GAC and its leading role in promoting and activating the customs role at all levels.

For his part, HE Al Jamal stressed that the MoU to include an associate degree in applied science, a customs science major, in the government scholarship plan aims to promote the success of the GAC program for its employees, which has been applied since 2012.

His Excellency indicated that the major cooperation provided by MOEHE in that field would open a new window for customs to society, as it will enable those wishing to study the various fields of customs to apply for this program and join it according to the conditions and requirements applied by GAC.

HE Al Jamal pointed out that the curricula included in the diploma witnessed continuous development through mutual coordination with the most prestigious institutes specialized in customs and taxes in Australia. A large number of customs employees studied that curriculum over the past ten years, which had a positive impact on them, making a big leap in their capabilities and field experience by adding advanced academic experience according to the GAC global standards.

The signing of the MOU by the two parties came as an affirmation of the importance of cooperation between them to enhance the development of human resources, and raise the efficiency of the GAC employees, for the provisions of security and customs control, and in recognition of the importance of specialized scientific qualification for the employees of the authority according to the latest scientific curricula to keep pace with Qatar National Vision and global changes.

The signing of the MoU also shows both parties wish to enhance cooperation in sending students to study the associate diploma in applied sciences in customs management at CCQ, by the legislation in force in the State of Qatar and the competencies of each of them.

According to the memorandum of understanding, the MOEHE announces the annual internal scholarship plan in coordination with the Civil Service and Government Development Bureau and the GAC to study the associate diploma in applied sciences in ‘customs management’ and to take care and follow up on the academic and financial affairs of scholarship students in coordination with GAC and CCQ, while GAC participates in selecting the students wishing to join the scholarship program for the diploma by holding interviews with them by the concerned authority in the MOEHE and determine their remuneration.

According to the MoU, the two parties also cooperate in organizing scholarships for students from among the GAC employees or candidates to study the associate diploma in applied sciences in customs management at the CCQ, by the MoU concluded between the authority and the college, as the MoU defines the tasks and competencies of each party.
