New york: The State of Qatar has dispatched a 14th identical letter to the United Nations Secretary-General Antonio Guterres and Jamal Fares Al Rowaiei, the Permanent Representative of the Kingdom of Bahrain to the United Nations and President of the Security Council for the month of April. The letter addresses recent developments concerning the Iranian attack on Qatari territories, which Qatar describes as a violation of its national sovereignty and a threat to regional stability.
According to Qatar News Agency, the letter was delivered by Sheikha Alya Ahmed bin Saif Al-Thani, the Permanent Representative of Qatar to the United Nations. It highlights the announcement by Qatar's Ministry of Defense regarding an attack involving seven ballistic missiles and several drones launched by Iran on April 8, 2026, which were successfully intercepted by Qatar's Armed Forces.
The communication points out that the attack occurred despite the Security Council's adoption of Resolution No. 2817 (2026). The resolution strongly condemned Iran's attacks on Qatar and neighboring countries and called for an immediate cessation of such actions.
Qatar reiterated that the attack violates Security Council Resolution 2817 (2026), urging the Security Council to uphold its responsibilities in maintaining peace and security by taking necessary measures to prevent such violations and deter future acts of aggression.
The letter further stressed that the targets of Iran's attacks were civilian, violating the 1949 Geneva Conventions, their Additional Protocols, and principles of international humanitarian law. It emphasized the importance of distinguishing between military and civilian targets, prohibiting civilian attacks, and ensuring proportionality in armed conflicts.
Qatar stated that all damages from the attacks will be assessed by relevant authorities, and updates will be provided to the UN and the Security Council. The letter affirmed Qatar's right to respond in self-defense as per Article 51 of the UN Charter and international law, indicating Qatar's readiness to take necessary actions to protect its sovereignty and citizens.
Lastly, Qatar requested the letter's circulation as an official Security Council document.
